I do not know how to get to specific areas of Japan, or what your current situation is, but I do know the Japanese government sponsors a lot of programs get native English speakers, especially American English, in their schools. The program I hear about the most is the JET program, which places those with a bachelor's degree in Japanese schools. It's as much about cultural learning as it is language from what I hear as well. I don't know if this helps, but the Japanese government should have plenty of websites with details on multiple programs like this one, hope it helps some.

Actually, unless they have changed the application process for becoming a JET teacher, you can make a number of requests for where you prefer to work. I suspect that if you choose a rural area you are likely to get it or something like it, since there wouldn't be many such requests. If you choose to be in central Tokyo or something, you'd just be one of many perhaps and foreit any likelihood of getting your request.
